Scotland adopts capital plan and CIP budget, empowers $500,000 tax anticipation borrowing; tables larger bridge credit and blight ordinance

Voters at the Scotland Annual Town Meeting on June 5 adopted the town's Five-Year Capital Improvement Plan and the 2025–2026 Capital Improvement Program Budget and authorized limited short-term borrowing while deferring larger and legally sensitive requests.
A motion to empower the Board of Selectmen to borrow a sum not to exceed $500,000 in anticipation of tax revenue was made by Wendy Sears and seconded by Cassidy Martin; Treasurer David Zito gave a PowerPoint overview of the FY2026 budget as part of that discussion. The borrowing authorization motion carried.
The meeting also moved to consider and act upon the Five-Year Capital Improvement Plan (motion by Rob Brautigam, second Peter Martin) and the 2025–2026 Capital Improvement Program Budget (motion by John Beck, second Peter Martin); both motions carried, adopting the plan and budget as presented.
By contrast, the Board of Selectmen's request to be empowered to obtain a short-term line of credit not to exceed $2,000,000 in anticipation of reimbursable bridge construction costs was described by First Selectman Dana Barrow, Jr. as under legal review. Residents moved to table that item (motion by Wendy Sears; second by Carol Withington), and the motion to table carried, deferring the larger bridge-credit request pending counsel review.
Separately, a proposed Ordinance Regarding Blight was reported as still under legal review; a motion to table (moved by Wendy Sears; second Chris Reddy) carried and the ordinance was deferred.
The meeting also filled a seat on the Regional District 11 Board of Education, electing Cassidy Martin to a three-year term (motion by Denis Labelle; second Gracie Martin). The meeting adjourned at 8:29 p.m.
