Scotland planning commission reviews enforcement items, training requirement and blight ordinance status

At its June 23 meeting the Town of Scotland Planning & Zoning Commission reviewed enforcement and administrative items, including a state-level veto, pending permit questions, and internal procedure reminders. Commission members noted HB5002 was not distributed because it had been vetoed at the state level; the minutes also record a statement that "CCM vetoed the bill regarding affordable housing."
The commission identified one current application, from J. Owen for property at 51 Palmer Road; members said they will determine whether a special permit is required for use as a religious institution and that staff will consult legal counsel about storage of large equipment at the site. The transcript records that a tiny house at the location has been classified as a shed for the moment and will be discussed at an upcoming town meeting. Other enforcement follow-ups noted in the minutes included outstanding paperwork for Gager Hill Road, a pending inquiry about a dog kennel, and follow-up on Kemp Road.
Commissioner I. Kisluk reminded members that training materials were distributed by email and that each member is required to complete four hours of training per year. In open discussion, alternate D. George asked about a draft blight ordinance; J. Jakubowski said the draft is currently under review by the town's legal counsel. Town Clerk Sharon George reminded commissioners that when meetings are only being recorded they should state the names of people speaking so motions and minutes can reflect attendees and actions accurately.
Procedural motions recorded in the minutes: M. Garrison moved to table approval of the May 21, 2025 minutes because they were not yet available; J. Troeger seconded and the motion carried. At the end of the meeting J. Troeger moved to adjourn at 7:31 p.m.; M. Garrison seconded and that motion also carried.
