Board awards $7.18M HVAC/plumbing contract, approves sign and parking permits and refers one sign for review

The La Crosse Board of Public Works met Feb. 23 and approved several routine agenda items, including a contractor responsibility finding, a sign permit and a parking restriction, and it referred one sign permit for further review.
Deputy director staff presented a single bidder’s proof of responsibility: Bernie Buckner Inc., headquartered in La Crosse, was listed for HVAC and plumbing work at $7,183,992. Director Train moved to approve the bidder and the Board voted unanimously to accept Bernie Buckner Inc. as responsible for the contract.
On street-privilege permits, staff presented a hanging/over-the-sidewalk sign request for a new restaurant at 6th and King. Director Gallagher said portions of the proposed pillars “might be violating the site triangles that we require by code” and moved to refer the request for one week so staff could review the design; the motion to refer passed unanimously.
A separate street-privilege permit for a sign at 208 4th Street South was presented and, after staff confirmed the proposal met code, the Board approved the new sign permit unanimously.
Engineering staff described a property owner’s request to establish a 2-hour parking zone along the short 1200 block of Badger Street to help tenants on the frontage; staff noted there are no painted bike lanes on the stretch and explained that residents may request parking permits from police to exceed the posted limit. The Board voted unanimously to adopt the 2-hour parking designation.
The Board also approved the Feb. 16 minutes at the meeting. No votes were recorded against any of the motions reported during the Feb. 23 session.
