Appleton Plan Commission approves Glenmore Reserve preliminary plat

The Appleton City Plan Commission approved the Glenmore Reserve preliminary plat at its Nov. 12 meeting, clearing the way for a proposed 69-acre subdivision with 126 residential lots north of East Apple Creek Road. Don Harp, who presented the plat, told commissioners, “The plat consists of approximately 69 acres” and that the development would be built in two phases.
Staff recommended approval of the preliminary plat based on technical compliance with the R1B zoning district and the conditions laid out in the staff report. Harp said the first phase would include lots 1 through 56 and the second phase lots 57 through 126. He also confirmed that the developer had submitted applications to the county for highway access review: “The point of access is through Outagamie County Highway, so they would have to review and approve the highway access permitting.”
A commissioner asked about future ingress and egress given the single current connection to Apple Creek Road. Harp responded that the street network is intended to interconnect with the adjacent Glenmore Park plat developed by the same developer, with the eventual goal of creating a second connection to Apple Creek Road. Deputy Director Chris expanded on that point, saying the proposed connection would tie into Apple Hill Boulevard and provide additional connectivity into the existing Apple Hill Farm subdivision.
Following presentation and brief discussion, a commissioner moved to approve the preliminary plat, the motion was seconded and the commission approved the item by voice vote with no opposition recorded. The commission’s approval is preliminary; the developer must secure required county highway access permits and satisfy the conditions in the city staff report before filing final plat documents.
