Specialist Paul, the staff presenter, said the city received an offer to purchase for the parcel north of the PAC and has been pursuing grants to avoid city-funded cleanup. "We have 40,000 from the Calumet County and then a 190,000 potentially up to or sorry, a 150,000 from the WEDC," Paul said, describing the mix of site-assessment funds the city is pursuing and how a consultant would be used for testing and any remediation the grants support.
Committee members asked how the Calumet County coalition works and who would be responsible for reporting if coalition funds are used. Paul said the coalition includes Calumet County, Outagamie County and Fox Cities Greenways and that the consultant would carry out reporting and compliance work connected to awarded grants.
Patty Abernan characterized the arrangement as a business decision for Stantec: "In business terms, it's a loss leader for them," she said, referring to the firm doing initial work in hopes of winning grant-funded contracts. Committee members clarified that Stantec would be paid through secured grant funds and that contracting now secures the firm for current and potential future assessments across the city.
A motion to approve the contract was moved on the floor and the committee voted; the transcript reports four votes in favor and one abstention, with the chair abstaining. The motion as presented was approved on that recorded tally.
The award authorizes the city to engage Stantec for grant-writing and site-assessment work if the coalition and WEDC grants are awarded; it also leaves open the option to use the consultant on other properties across the city under the RFQ terms.
