Danbury Board of Awards approves MOU extension for shelters and five procurement awards

At its April 23 meeting the Danbury City Board of Awards extended an MOU with the Association of Religious Communities to operate two shelters and approved five procurement contracts, including irrigation, emergency plumbing, smoke/CO detector purchases, access-control upgrades, and engineering services for local trails.
The Danbury City Board of Awards met April 23, 2025, and approved six agenda items, including an extension of a memorandum of understanding with the Association of Religious Communities (ARC) to continue operating the Danbury Support Center at 41 New Street and the 98 Elm Street shelter. Chip Folke, purchasing agent, opened the meeting and read the item into the record.
Hernandez Carvalho, director of health and human services, moved to approve the MOU and related subrecipient agreement, extending the term to June 30, 2026, and changing the funding source to the Connecticut Department of Housing 2024 Small Cities Community Development Block Grant (CDBG) and emergency funds. Folke said the total for the extension is “not to exceed $530,000.” The motion was seconded by Prunty and carried unanimously.
The board also awarded a $40,000 lump-sum contract to Northeast Irrigation to replace the irrigation system at Hatter's Park softball fields after receiving three bids. Folke presented the apparent low bid and the board approved the award on a motion and second.
On public utilities business, the board reviewed an emergency plumbing repair at the Marjorie pump station that was declared an emergency June 26, 2024. David Dade, superintendent of public utilities, presented an estimate from Adolph Hoover Company for labor and materials, quoted at $160,785 and inclusive of Connecticut prevailing wages. The board approved the work contingent on a signed agreement and a performance bond.
The fire department’s requisition to purchase smoke and combination smoke/carbon monoxide detectors was awarded to Granger. Folke reported the request described 1,129 smoke detectors at $31 each and 300 combination units at $50 each; Folke recorded the total award to Granger as $49,980 after comparing quotes from Home Depot and Amazon. The board approved the purchase order.
Sean Hamley, superintendent of public buildings, moved to award access-control upgrades under the city’s alarm services contract to United Alarm to update panels at Veterans Hall, the library tech center, City Hall, fire headquarters and three engines. Hamley said the upgrade will move systems to the Aurora platform and make administration smoother; the contract was awarded for $17,298.84.
Finally, the board approved an on-call engineering services award to Stantec for the Norwalk River Valley Trail (NRVT) and the Terry Wild Trail. Folke said the $74,000 estimate covers survey, wetland delineation and reporting, design, bidding and construction administration. Attorney Robin Edwards seconded the motion and the award carried unanimously.
The Board adjourned following the votes. The meeting record notes the original ARC agreements were previously ordered on April 24, 2024; the MOU extension shifts funding sources and extends the term through mid-2026.
