Authority hears update on exhibition center talks; member urges reversion to 'heads and beds' funding formula

Kara gave the authority a brief summary of the exhibition center advisory committee's work and emphasized that negotiations and any management agreement rest with the city rather than the ARA.

"The city and Hilton have since expressed interest in an extension of the existing agreement, but the details of that have not yet been finalized," Kara said, adding that the advisory committee included community partners and room-tax payers who advise on bond-funded uses.

A board member recalled earlier assurances from the initial financing that the facility would not be a burden on Appleton taxpayers and said recent comments gave the impression the city might be asked to carry some costs. The member referenced earlier project finance assumptions and said the funding approach should revert to a "heads and beds" formula that allocates costs across municipalities with hotel stays rather than general taxpayer subsidy.

Kara encouraged members to watch a recent city meeting video and said the mayor "made it abundantly clear that the city's general taxpayers... will not be responsible in subsidizing the facility." She offered to show members where to find the public meeting video for more detail.

No management agreement or formal vote on the exhibition center was taken by the authority at the meeting; members raised concerns and asked staff to provide additional context from city discussions and the advisory committee as negotiations continue.
