Deming council authorizes $2.09 million CDBG application for Trees Lake recreation improvements with 10% city match

Felipe Figueroa presented a resolution authorizing submission of a New Mexico Community Development Block Grant (CDBG) application to the state Department of Finance and Administration’s Local Government Division.
Figueroa said the city has identified neighborhood improvement needs in several low‑ and moderate‑income neighborhoods and that the Trees Lake recreation complex project meets the CDBG program requirements. The application amount is $2,087,365.81 with a 10 percent commitment from the City of Deming. He said Phase 1 trail construction funding is already secured and that this application would fund shade structures, signage and amenity improvements consistent with the Trees Lake master plan. A public meeting for input was held July 22, 2025.
Councilor Milo moved to authorize submission of the CDBG application; Councilor Rodriguez seconded. The motion passed by unanimous vote.
If the application is successful, staff would coordinate project implementation and the city’s committed match; the council encouraged public participation in grant‑planning meetings.
