Calhoun County ISD board partially grants parent grievance, requires SPED certification in Seadrift posting

PORT LAVACA, Texas — The Calhoun County ISD Board of Trustees on Feb. 11 partially granted a parental grievance filed by Lacey Vasquez and adopted procedural steps to address how the grievance was handled.
At a special meeting called to order by Board President Cindy Alford at 6:11 p.m., the board convened in closed session under Texas Government Code sections cited on the agenda to consider a parental complaint filed under Board Policy FNG (LOCAL). Alford recused herself from voting on the grievance.
After returning to open session at 8:04 p.m., the board voted to require Superintendent Evan Cardwell, working with counsel, to draft a written explanation for Ms. Vasquez describing why she was not placed on a prior agenda; that motion (covering the relief listed as items 1 and 2 in the grievance) was made by Secretary Dana Dworaczyk and seconded by Bill Shrader. The board voted Aye: Dworaczyk, Tyler McAfee, Vinson Phillips, Dominic Robles and Shrader; Abstain: Cindy Alford. The motion was recorded as carried 5-0 with Alford abstaining.
On a separate relief request concerning posting for a Seadrift position (relief 4), the board granted relief in part: the board directed that the job posting for the Seadrift position include a requirement for Texas Special Education (SPED) certification, or, for applicants holding SPED certification from another state, a willingness to obtain Texas SPED certification within a timely period. That motion was made by Dworaczyk and seconded by Shrader and carried with the same vote pattern (Alford abstained).
The board also approved a motion assuring Ms. Vasquez that neither she nor her child would be subject to retaliation or adverse treatment (relief 5). That motion was made by Dworaczyk and seconded by Phillips and carried with the same recorded Ayes and Alford abstaining. The grievance hearing concluded at 8:08 p.m.
The board recorded no formal action on relief request 3 at this time, stating that placement on a future agenda would be accompanied by the written explanation generated under relief 1 and 2.
The board's minutes identify the relevant authority for the grievance review as Board Policy FNG (LOCAL). The minutes show motions and votes but do not include extended oral remarks or verbatim quotes from meeting participants.
