Ashleigh Castillo, District Safety and Compliance Specialist, presented an overview of HB33 requirements, which the agenda described as mandates effective Sept. 1, 2025, requiring “one breaching tool and one ballistic shield per campus” and providing guidance for district implementation and readiness. Castillo outlined the status of the district’s planning and submission steps tied to the annual Emergency Operations Plan update.
Michael J. “Mike” Kirkpatrick, chief executive of products & research development at LE1R Distribution, LLC, presented the INVICTUS breaching tool and ballistic shield, describing product capabilities and options for Calhoun County ISD. Kirkpatrick answered committee questions about how the product would meet the statutory requirement and about procurement and deployment considerations. Committee members provided feedback but did not vote on procurement or approve any purchase; the agenda noted the meeting was advisory and that no actions would be taken.
Committee Chair Tyler McAfee and Superintendent Evan Cardwell were in attendance during the briefing; committee members asked for additional information about compatibility with campus operations and staff training needs. The district will continue to assess compliance options and procurement pathways in subsequent staff and board meetings. The committee adjourned at 6:46 p.m.
