Adair County approves $281,322 road surfacing contract and sets right-of-way compensation rates

Adair County’s Board of Supervisors on Feb. 25 accepted a bid from Schildberg Construction Co. Inc. for $281,322.30 to carry out the FY26 FM Granular Surfacing Project (FMCOO1(135)-55-01) and authorized County Engineer Nick Kauffman to sign contract documents after submission of the contractor’s bond and insurance.
The board also passed Resolution #2026-19 establishing compensation rates for newly acquired right-of-way and temporary easements. The resolution sets payment for land taken as right-of-way at 4.73 times the county assessor’s valuation and payment for temporary easements at 0.473 times the assessor’s valuation, with no single temporary easement payment less than $200. The resolution passed on a unanimous roll call vote: Walker, Christoffersen, Wedemeyer, Baier and Hoadley voting aye.
Engineer Nick Kauffman and staff discussed site details after a portion of 115th Street is vacated. Kauffman said adding rock in the 198 feet up to the property line “wouldn’t be a big deal as the blade will already carry it down that way,” and noted the county could add reflectors to a gate; the board said providing a gate is not common practice and that landowners typically install gates. The board said signs reading “Road Closed” will be placed at both ends.
Resolution #2026-20 awarded the construction contract to Schildberg Construction Co. Inc. The resolution notes the board followed Code of Iowa procedures for notifications, hearings and bidding. With contractor bond and insurance to follow, Kauffman was designated to execute the contract on the board’s behalf.
The engineer reported additional maintenance activity including rock hauling and ditching and said the county will coordinate with the city of Greenfield on SW 2nd Street improvements; the county stated it has no obligation to fund Greenfield’s renovations. The board’s action completes the procurement steps required to move the surfacing project to contracting and construction.
