Siskiyou supervisors adopt MHSA update, extend wolf emergency and approve two agricultural preserve amendments

At its March 3 meeting the Siskiyou County Board of Supervisors took several routine and quasi-judicial actions: it adopted the FY 2025–26 Mental Health Services Act (MHSA) Annual Update, extended a local emergency related to gray wolf activity, and approved two agricultural preserve amendments with Williamson Act contract rescission and reentry determinations.
Health and Human Services Director Sarah Collard and MHSA Coordinator Sarah Evans presented the MHSA annual update, explaining this is the final year of the current three‑year plan and that staff will begin developing a new Behavioral Health Services Plan in spring 2026. The department received no public comments and the board adopted the MHSA FY 2025–26 update.
On wildlife response, Project Coordinator Joanne Johnson told supervisors that meetings regarding wolf activity continue and that there have been recent probable depredations in the county. The board voted to extend the local emergency originally declared by Resolution 25‑200 on Nov. 18, 2025.
In planning matters, Associate Planner Bernadette Cizin presented two separate requests to amend existing Agricultural Preserves and to rescind and re-enter Williamson Act contracts so parcels could be placed solely under the proponents’ ownership. For both the Burrone (APA2528) and W. Criss (APA2527) projects, staff recommended finding the projects exempt from the California Environmental Quality Act under CEQA Guidelines section 15317 (open-space easements or contracts). With no public comment the board adopted Resolutions 26‑32 and 26‑33 for Burrone and Resolutions 26‑34 and 26‑35 for W. Criss.
The board also appointed three members to the Local Child Care Planning Council (Carla Charraga, Ronya Merel and Tammy Jaime) while taking no action on several short-term vacancies for local special districts due to a lack of applications.
Closed session on litigation concluded with no reportable action, and the meeting was adjourned.
