Plan Commission approves annexation of 1.69-acre parcel on North Ballard Road

The Appleton Plan Commission on Jan. 14 approved the annexation of roughly 1.69 acres at 5730 North Ballard Road and recommended the property be connected to city sewer and water.
Deputy Director Kress, presenting the item, said the lot contains an existing single-family dwelling adjacent to the city limits and that the owner has requested annexation and connections to city utilities. Kress told commissioners the annexation is consistent with Appleton's boundary agreement with the town of Grand Chute and that staff recommended approval.
When a commissioner asked whether sewer and water connections would be at the property owner's expense, Kress replied, "That's correct." Commissioners also asked whether the property presented liabilities for the city; Kress said the property would receive city services (waste collection, police and fire) like other residential parcels after connection and that staff had no indication the site had been a hazardous use in the past.
After discussion the commission moved, seconded and voted unanimously to approve the annexation. Staff noted the seller had pursued annexation in part to make the property more marketable.
