The Appleton City Plan Commission on Jan. 28 approved Certified Survey Map (CSM) No. 1925 to combine four parcels, including portions of the main Xavier parcel and adjacent lots on North Oneida and North Morrison streets, into a single lot.
Colin, a city staff member, explained that part of the main Xavier parcel lies within a previous plat while the other parcels are in a different plat, and that state statute requires plan commission approval when a CSM combines properties across a plat boundary. He outlined two conditions for approval: the applicant must address staff comments to ensure compliance with city code, and the rezoning previously discussed must be approved by the common council before the city will affix final signatures on the CSM.
“State statute requires that a CSM where we are combining properties across a plat boundary line be brought forward and approved by the plan commission,” Colin said, noting the applicant had already submitted a second revision of the survey documents to address staff comments.
The Clerk asked for clarification on whether the second condition (rezoning approval) had been met; Colin confirmed that the earlier rezoning action had been approved and described the typical internal review loop—staff makes comments, the applicant revises, and signatures are affixed when staff is satisfied and the rezoning requirement is met. After that explanation, the commission moved, seconded and approved the CSM by voice vote with no opposition.
Next steps: the applicant will continue to work with staff to resolve any outstanding comments; final city signatures and county recording will follow once conditions are satisfied.
