The Fredericksburg Independent School District Board of Trustees unanimously approved multiple routine fiscal and personnel items at its Sept. 8, 2025 regular meeting in Fredericksburg. The board adopted a 2025 tax rate with a maintenance and operations (M&O) rate of $0.6669 and an interest and sinking (I&S) rate of $0.1062, for a combined rate of $0.7731, and approved several budget and administrative items.
The tax rate was approved on a 7-0 vote after a motion from Rusty Jenschke and a second from Gayle Schoessow. The measure sets the district's M&O and I&S levies for the 2025 tax year and will be applied in Gillespie County as administered through the district's tax collections.
In addition to the tax-rate vote, the board adopted a resolution authorizing the defeasance and redemption of certain outstanding obligations and the execution of an escrow agreement. The motion to adopt the resolution was made by Brian Lehne and seconded by Taylor Ward; the vote was 7-0.
The minutes record the board's approval of the Gillespie Central Appraisal District (GCAD) budget as presented. The agenda listed the item as the "2025 Gillespie Central Appraisal District Budgets," while the action text in the minutes states the board approved the "2026 GCAD budgets as presented." The minutes show Keri Hensley moved to approve the GCAD budgets and Taylor Ward seconded; the motion passed 7-0. The record contains this year-designation discrepancy and does not specify which year takes effect; the minutes simply state approval "as presented."
Other business approved unanimously included: the consent agenda (August 11, 2025 minutes; General Fund and other fund statements; budget amendments), a 2025'1026 staff development minutes waiver, and approval of outside employment requests by administrators. Motions and seconders for each item are recorded in the minutes, and each passed 7-0.
The board convened in closed session at 6:19 p.m. under the Texas Open Meetings Act, Texas Government Code Chapter 551, citing Section 551.074 for personnel matters and Section 551.0821 for personally identifiable information about a public-school student to discuss appointing members to the School Library Advisory Council. The board reconvened in open session at 7:19 p.m.; the minutes state that no action was taken on closed-session items.
The meeting adjourned at 7:19 p.m. after a motion by Keri Hensley, seconded by Taylor Ward. The agenda listed a placeholder for the October regular board meeting date but did not specify the date in the minutes.
