Committee approves reorganizations for police traffic unit and utilities staff

The Human Resources and Information Technology Committee voted unanimously to approve two cost-neutral staffing reorganizations affecting the police and utilities departments.
Director Ratman told the committee the police change will move the traffic safety unit — one lieutenant and two officers — from reporting to the northern/southern district captains to reporting under the downtown district captain, a change he described as “more efficient” and without financial impact. The committee approved the request 4 to 0.
On the utilities item, Ratman said the position now called technical services manager splits time between wastewater and water and currently supervises lab technicians and two instrumentation and control systems technicians. The proposal shifts each instrumentation technician to report to the wastewater and water operations supervisors, and would retitle the technical services manager to “lab and regulatory compliance manager” to reflect the work. Ratman said the departments comped the positions and confirmed there is no change in supervision that would add cost. That motion also passed 4 to 0.
Both items were brought to committee for transparency because the council approves departmental budgets and tables of organization, Ratman said. He noted department heads did not attend because the changes were straightforward and cost neutral.
The committee approved the minutes from its Jan. 14 meeting earlier in the session and adjourned after the staffing votes.
