Oneida County committee approves three‑month overlap training for Planning and Zoning director

Robb Jensen said the actual amount of overlap should depend on the skill set of the person hired and questioned funding sources. Committee members debated whether overlap costs should come from the department’s budget or contingency. An amendment specifying funding come from the department’s 2026 budget passed, and the amended motion to approve up to three months of overlap training then passed by a 5–1 vote (Schreier opposed; Showalter absent).
Committee discussion included the expectation that if the department cannot fund the overlap from its 2026 budget, the committee would revisit funding. HR noted that overlap, retiree health exceptions and PTO payouts have been handled from department budgets in the past.
The committee approved the overlap to support a knowledge transfer to the new director and set funding to come from the department’s 2026 budget unless further action is needed.
