Facilities Director Troy Huber proposed adding a 150-hour LTE Cleaning Technician position at an estimated $4,043 to cover vacations, sick leave and an anticipated retirement, saying the role would reduce overtime. Assistant Facilities Director Lindsey Kennedy noted LRES can approve temporary LTE hours up to 450 without committee action, and the department is not asking for additional funding.
Chairman Billy Fried said he wanted overtime data to justify the permanent creation of a position during the budget cycle. Member Scott Holewinski objected to adding a position mid-budget season, and Steven Schreier cautioned that approving the request now would set a precedent that other departments might follow. A motion to approve the LTE (mover Jensen) received no second and failed. The committee then voted to deny the LTE as presented and referred the matter to the Human Resource Director (motion Fried/Showalter; vote All Aye).
The denial maintains the committee’s preference for addressing new permanent positions through the regular budget process or via LRES-approved temporary LTE arrangements. Committee members asked that the department compile overtime and cost-offset data if it returns with the proposal during the next budget cycle.
