Commissioners approve ARPA drawdown, $7,500 Genasys payment and letter supporting mental‑health grant application

The Crawford County Board on March 24 approved multiple administrative and financial items, including an ARPA drawdown and vendor and grant support authorizations.

County Clerk Lisa Lusker presented two ARPA invoices and Director of Fiscal Services Randi Ryan reviewed available funds. On motion (26-148) moved by Commissioner Carl Wood and seconded by Commissioner Tom Moody, the Board approved the ARPA drawdown request for March 2026; the minutes record Commissioners Wood, Moody and Blair as voting yea.

County Counselor Jim Emerson told the Board that the Genasys renewal had decreased from $10,995 last year to $7,500 for the current year. On motion (26-149) moved by Commissioner Tom Moody and seconded by Commissioner Carl Wood, the Board approved payment to Genasys for $7,500; the motion passed with all three commissioners recorded as voting yea.

Emerson also presented a request from Crawford County Mental Health Director Heather McCully for a letter of support for a Bureau of Justice Assistance Public Safety grant intended to bolster recovery-court mental-health services in the 11th Judicial District. On motion (26-150) moved by Commissioner Tom Moody and seconded by Commissioner Bruce Blair, the Board approved the letter of support; the minutes record the motion prevailing with all three commissioners voting yea.

Commissioners discussed ARPA balances in relation to a separately mentioned storm-siren grant; Communications Director Tim Mikrut said FEMA is in an operational pause that may delay federal funding, and County Counselor Jim Emerson said roughly $40,000 in ARPA was set aside and could be used to buy a siren if federal funds do not arrive. No purchase decision was made at the meeting.

The Board also asked staff to resume several routine monthly reports (rock, casino, landfill) so commissioners can monitor recurring revenues and program spending.
