North Haledon council approves consent agenda: liquor licenses, school tax schedules, housing plan endorsement and appointments

The North Haledon Borough Council unanimously approved its consent agenda at the June 18, 2025 meeting, adopting a bundle of routine resolutions covering license renewals, tax schedules, appointments, refunds, intergovernmental agreements and bill payments.
The consent agenda included renewal of several Plenary Retail Consumption licenses (listed in Resolution #119-2025) and a Plenary Retail Distribution license renewal for Nicholas Markets, Inc. (Resolution #120-2025), with the clerk authorized to issue renewals effective July 1, 2025 for the 2025–2026 licensing year. The council also approved library remittances (Resolution #121-2025) scheduling monthly payments through September 2025 and adopted both a regional school tax schedule for the Manchester Regional District (Resolution #122-2025) and a local school tax schedule totaling $13,153,990 (Resolution #123-2025) with monthly disbursements through June 2026.
As part of the consent agenda the council endorsed the Planning Board–adopted Housing Element and Fair Share Plan dated May 2, 2025 (Resolution #124-2025). The resolution cites the borough’s filing of a Fourth Round declaratory judgment complaint under the Amended Fair Housing Act (N.J.S.A. 52:27D-301 et seq.) and reserves the borough’s right to amend the endorsement to comply with any future statutory changes.
Other approved items included the appointment of Jodi DeMarco as an Alternate Prosecutor at $150 per session (Resolution #125-2025); authorization to auction identified surplus vehicles online via GovDeals (Resolution #126-2025); approval of a Tri-Party Jurisdictional and Easement Agreement related to TFJ North Haledon Urban Renewal site-plan conditions (Resolution #127-2025); an agreement to assign one school resource officer to Eastern Christian High School for the 2025–2026 term (Resolution #128-2025); a $85 permit refund to Mary Help of Christians Camp (Resolution #129-2025); a tax refund and cancellation of the remainder of 2025 taxes for Thomas J. Saunders following VA confirmation of 100% permanent disability (Resolution #130-2025), listing a refund amount of $2,203.56 for 34 Hunter Rd; and authorization for payment of bills totaling $3,273,512.35 (Resolution #131-2025).
Council Member Bruce O. Iacobelli, speaking during the brief comment portion, said the recent Food Truck Festival was a success despite the weather and thanked organizer Susan Serico. The introduced ordinances on the agenda — Ordinances #8-2025 (zoning: residential/accessory uses), #9-2025 (zoning: accessory buildings deletions) and #10-2025 (Chapter 538 swimming pools) — were read by title and scheduled for final consideration on July 16, 2025 at 7:30 p.m.
All consent-agenda resolutions were adopted by affirmative roll-call votes with no recorded dissent.
