Summary
At its July 16 meeting the North Haledon Borough Council adopted three ordinances revising zoning and swimming-pool rules, approved a consent agenda that included contracts, grants and a $10,062,258.36 bills list, and authorized a grant application for Highland Road improvements.
The North Haledon Borough Council on July 16, 2025 adopted three ordinances tightening zoning and swimming-pool regulations and approved a multi-item consent agenda that included contracts, grant applications and the payment of $10,062,258.36 in claims.
The measures adopted on second reading included Ordinance #8-2025 (amending Chapter 600 to clarify that private open swimming pools accessory to one-family dwellings must comply with Chapter 538), Ordinance #9-2025 (deleting subsections of Chapter 600 Article IX concerning supplemental use and building regulations), and Ordinance #10-2025 (revising Chapter 538 to require pools be installed no closer than 20 feet to rear and side property lines, limit pool water surface to 20% of the rear or side yard area, and classify pools as impervious coverage under Chapter 600-2). Council Member Donna Puglisi moved the motions to adopt the ordinances; all members voted in the affirmative on each final reading.
Why it matters: the zoning and Chapter 538 changes affect how property owners may site private pools and how those pools are counted toward impervious coverage calculations used for zoning and stormwater oversight. The changes are local amendments to existing borough code and will take effect as provided by law.
On the consent agenda (Consent Agenda CA#8-2025) the council approved several operational and capital items. Highlights included authorization of Change Order No. 1 for the Squaw Brook Road Bank Stabilization project (a contract adjustment discussed separately), acceptance of a proposal from Boswell McClave Engineering for a watershed inventory report (Phase 1) at a cost not to exceed $19,500, and authorization for the mayor and clerk to submit an electronic NJDOT grant application for Highland Road improvements (MA-2026-00307). The council also approved a five-year copier lease for the North Haledon Fire Department, a professional services contract for salt-shed architectural work, non-fair-and-open redevelopment consulting services, a raffle license for the Circassian Education Foundation, and the appointment of Anthony Nativo as a probationary firefighter.
Financial and administrative actions: the council approved an increase in the contract for special counsel Porzio, Bromberg & Newman to cover additional work (raising the contract total to $26,971); a refund of $75 for a building permit at 156 Graham Avenue; and the payment of claims totaling $10,062,258.36 after certification that goods and services had been received.
Procedural notes and next steps: the council opened and closed public comment with no speakers. By motion, the council approved the listed minutes with two abstentions noted on the May 21 minutes. The meeting was adjourned at 8:03 p.m.; minutes were signed by Deputy Municipal Clerk Dena Cedar and the minutes record that the meeting is to be approved at the August 20, 2025 council meeting.
