North Haledon council introduces budget cap bank and salary ordinance; public hearing set for April 16

At its March 19 meeting the Borough of North Haledon council took the procedural steps to advance its 2025 municipal budget and related personnel ordinances. Council introduced an ordinance to exceed the municipal budget appropriation limits (the "cap bank") and to increase the 2025 budget up to 3.5 percent, noting a 1.00 percent exception amounting to $138,249.72 and an overall 3.5 percent amount of $483,874.02.

Council also introduced Ordinance #6-2025, the salary ordinance fixing 2025 salaries and compensation for borough officers and employees. The salary ordinance lists maximum base salaries for multiple positions, including Mayor $76,500; Council Member $10,200; Police Chief $272,742.88; Administrator/Municipal Clerk $201,938.25; and a number of departmental and part-time rates. Both ordinances were introduced on first reading; final adoption and public hearings are scheduled for April 16, 2025 at 7:30 p.m.

The clerk presented Resolution #63 to waive reading of the budget in full and Resolution #64 to introduce the 2025 municipal budget; both were approved and the budget summary will be published March 27, 2025. Council Member Bruce O. Iacobelli moved the first-reading motions for the budget-related ordinance and Council Member Donna Puglisi seconded the motion to introduce the cap ordinance; the salary ordinance was introduced on a motion by Council Member Iacobelli and seconded by Council Member Rocco Luisi.

The April 16 public hearing will allow residents to comment on the budget and salary schedule before council consideration of final adoption.
