North Haledon council approves redevelopment agreement for Belmont Avenue project

The Borough of North Haledon on April 16 authorized the mayor to execute a redevelopment agreement with TFJ North Haledon Urban Renewal LLC for property identified as Block 31, Lot 10.04 in the Belmont Avenue Redevelopment Area.
The resolution describes a proposed, phased mixed-use project that would include 90 rental apartment units — 74 market-rate and 16 designated affordable units — distributed across two adjoining residential buildings of roughly 45 units each. The proposal also includes an approximately 74,715-square-foot self-storage facility, an approximately 4,378-square-foot retail pad building with a drive-thru, off-street parking and loading areas, stormwater-management infrastructure, retaining walls, landscaping and fencing. The resolution authorizes the mayor to execute the redevelopment agreement in a form substantially consistent with the attached exhibit, subject to final legal review.
Council members framed the action as advancing a redevelopment plan that the borough adopted in prior years and amended since 2014. The resolution notes prior council actions, a planning-board investigation, and that the borough previously designated TFJ as redeveloper by resolution in March 2023. The council’s action on April 16 was to approve and authorize execution of the detailed agreement that sets the parties’ rights and obligations for constructing and financing the project.
The motion to approve the redevelopment agreement was included on the consent agenda and passed by unanimous roll call. The resolution does not specify a construction start date, timeline for permitting, or final unit mix beyond the numbers in the resolution, and the agreement execution was authorized “subject to final review by general counsel as to legal form and content.”
Because the project involves zoning and redevelopment plan implementation, future approvals — including site-plan review, building permits and any required municipal inspections — will be needed before construction begins. The council’s resolution records the borough’s funding-agreement reimbursement for prior review costs and that professional fees were addressed in a March 21, 2023 funding agreement with the redeveloper.
The council did not receive public comment on the redevelopment agreement during the meeting.
