Marlboro County Council voted unanimously on Oct. 14 to approve the third reading of Ordinance #874, authorizing issuance of up to $3,000,000 in Special Source Revenue Bonds for the Delta project. Wes Park, Marlboro County finance director, told council there was a single wording change on page seven of the ordinance clarifying how the funds could be used for existing industries.
The ordinance limits bond repayment to revenues derived from fees in lieu of taxes paid by properties in designated multi-county parks located in Marlboro County; it also creates dedicated funds and related covenants required by the bond documents. The motion to approve the third reading was made by Jason Steen and seconded by Steve Blackmon; council recorded a unanimous vote in favor.
Council did not discuss vote counts on the record. Park said staff will proceed with the administrative steps required to execute bond documents and establish the fund flows specified by the ordinance. The ordinance language as approved ties repayment strictly to designated revenues rather than the county general fund.
The next procedural steps are document execution by authorized officials and administrative setup of the funds pledged to the bond. The council did not take additional fiscal actions at the meeting related to the bond.
