District LCAP midyear: gains across subgroups, attendance improving but middle‑school safety survey raises questions

Dr. Williams Beard presented the district’s Local Control and Accountability Plan (LCAP) midyear update and highlighted multiple areas of progress while flagging continuing work on attendance and school climate.
Beard outlined the district’s strategy: alignment in ELA and math, expanded Encore intervention programming and targeted supports for English learners and students with disabilities. He said many grades now meet winter national MAP norms and noted district‑wide increases: English learners improved about 16 points in ELA and 12 points in math, and students with disabilities showed substantial gains (he cited a 20‑point district increase in one remark).
On interventions, Beard said Encore participation rose sharply — from roughly 80 students in earlier cycles to 189 in cycle 1 this year, with 240 students currently served — and the number of teachers delivering Encore doubling to 43, enabling broader coverage. "The program is definitely growing and expanding and is very successful," he said.
Beard reported that 87.8% of teachers are fully credentialed, that all students have access to standards‑aligned instructional materials, and that Lakeside outperformed the state on the state science assessment (district in green while the state was in yellow). He also said the district has spent a little over half of the budgeted money for LCAP actions at midyear.
Trustees questioned a school climate measure showing seventh‑grade safety scores of 51% then 57% year‑over‑year. One trustee asked whether there is any correlation between the anonymous safety survey responses and student grades; Beard said the survey is anonymous and the district is conducting listening sessions with students to learn more. "We can't dig into that because the kids are completely anonymous for this survey," he said, noting principals and counselors are leading focused conversations to understand drivers.
Beard also described behavioral and mental‑health supports: over 200 students receive in‑school direct mental‑health or educationally related mental‑health services, provided either as part of IEP services or through the district’s wellness partnerships. The district will report on suspension, expulsion and dropout rates in the June update.
The board engaged in follow‑up questions on measurement, correlation and interventions. The midyear LCAP update was received as an informational report; trustees and staff agreed to continue data review and reporting at the next scheduled updates.
