Board approves joint-use agreement with Pacifica United Soccer Club for Oceana fields

The Jefferson Union High School District board approved two joint-use and maintenance agreements with Pacifica United Soccer Club (PUSC) to continue the club’s use of the upper field at Oceana High School and to authorize PUSC to maintain and use a currently underutilized middle field.
Deputy Superintendent Tina Van Rapphorst explained the two agreements at the meeting and introduced Curtis Chan, a volunteer board member with PUSC, who described the club’s volunteer-run model and plans to support field work. Chan told the board the club serves “about 435 members” and expects to raise roughly $20,000 in cash (beyond in-kind donations) to fund improvements and maintenance; he said the club expects to use the middle field as a 9v9 practice field and to train up to about 40 kids at a time on weekdays.
Trustees expressed support for the partnership as a way to put underused district fields back into regular community use. The board moved and seconded approval of the agreements; President Walker announced he would abstain because his son plays for PUSC and he described himself as an interested party. The motion passed with the remaining trustees voting in favor.
The agreements authorize PUSC volunteers to help maintain the fields in coordination with district staff and allow continued access for youth programming; the deputy superintendent said staff worked with the club to prepare the memorandum of understanding. Curtis Chan thanked the board for the partnership and said volunteers and club leaders will continue fundraising and coordination with district staff.
Next steps include finalization of the agreements and operational coordination between PUSC and district operations staff.
