Altoona council reviews consent agenda including major construction pay apps, planning study and state funding agreements

($545,570.99), Pay Application #5 for OPUS on the Sam Wise Youth Complex ($14,470.97), Pay Application #8 for On Track Construction on the SE Sanitary Sewer Extension Phase 1 ($14,157.37), and Pay Application #8 for Hansen Company on the Altoona Public Works Facility ($1,578,452.86). The agenda also listed a resolution to write off rescue-fee bad debts covering collection activity from Oct. 1, 2025 through Dec. 31, 2025.
Council considered state funding agreements for the North Industrial Area: an Urban-State Traffic Engineering Program (U-STEP) agreement with the Iowa Department of Transportation and two Rebuilding Iowa Sound Economy (RISE) awards (Local Development Award #2026-R-006 and Immediate Opportunity Award #2026-R-002). The council also considered a MidAmerican Energy agreement to install a new gas service line for a commercial building at 2300 25th Street NW and a resolution to approve a population count for a voluntary annexation (NC25-34).
Council reviewed an agreement from RDG for an Olde Town Comprehensive Update and 1st Avenue Streetscape and Commercial Nodes Study for $250,000. The consent agenda included a resolution to set a public hearing on a proposal to enter into a Water Revenue Loan and Disbursement Agreement and to borrow up to $66,000,000; the resolution was placed on the consent packet for council action.
At the same meeting the council approved a Class E alcohol license for Casey’s General Store #3789 by roll call (5-0) and received routine department-head reports from multiple city departments. The meeting minutes do not record extended debate on these consent items.
