Council approves one sewer-bill relief, denies another after citing irrigation and meter issues

City Administrator Randy Pierce said the request for 1045 25th Street SE sought $120.78 in relief after staff verified an outside spigot had been left on and subsequently frozen. Councilmember Mertz moved to approve that request; the council approved it by roll call (5-0).
A second request, for 1902 16th Circle SE for $274.50, was attributed by staff to water use related to new sod and the homeowner’s lack of an irrigation meter. Councilmember Duer moved to deny the request; the motion passed 4-1 (Evans voted no).
Council discussion focused on the cause of the high usage and on whether the homeowner had installed required irrigation metering. The action distinguishes between verified accidental outdoor plumbing issues and routine landscape watering without a dedicated meter.
The council recorded its decisions by roll call and then proceeded to the consent agenda.
