The San Rafael City Schools board approved second interim budget reports for the elementary and high school districts, heard a detailed enrollment update and approved preliminary personnel reductions tied to declining enrollment.
Enrollment and budget: Business services staff (speaker 17) reported the district had 4,374 elementary‑district registrations for 2026–27 (point‑in‑time as of March 6) and 2,441 for high school; the report noted stronger TK and kindergarten counts and continued interest in dual‑language immersion at Venetia Valley. The staff presentation said a 10% reserve cap was triggered and the governor’s tentative cost‑of‑living adjustment was 2.41% for 2026–27; staff cautioned the multiyear projection showed reserve pressure but self‑certified the district can meet fiscal obligations for the current and two subsequent years.
Board action on budgets and personnel: The board voted to approve the second interim reports for both districts. Trustees then approved multiple HR resolutions: a 39‑month reemployment placement for an employee who exhausted leaves (Resolution 25–26–26); a preliminary certificated reduction (Resolution 25–26–27) proposing elimination of four certificated positions and a reduction of an administrator from 1.0 to 0.6 FTE depending on final enrollment, with final layoff notices to be considered May 12 if enrollment does not change; and Resolution 25–26–28 proposing two classified eliminations and two reductions. HR staff said affected employees will be placed on reemployment lists (24 months for probationary certificated staff, 39 months for permanent staff). The board approved all resolutions by voice vote.
Donations and recusals: The board accepted donations totaling $450 — $200 from Dr. Jason Lau for TK puzzles at Glenwood and $250 from Bank of Marin for Terra Linda High School’s photography calendar. Dr. Lau recused himself from the vote; remaining trustees approved acceptance.
