Kimber Sargent, director of categorical programs, presented the district's midyear Local Control and Accountability Plan (LCAP) update to the District Advisory Council, walking members through handouts, online resources and a schedule for community input.
Sargent said the district's total revenue is nearly $1 billion and that the LCAP represents just over $230 million. She provided spending rates for LCAP goals: goal 1 at 74% spent, goal 2 at 94% spent, goal 3 at 82% spent and an overall LCAP spend of about 78% at midyear. She told members the full midyear report will be presented to the Board of Education on Tuesday and that some data points marked with an asterisk will be available in the June annual update.
Sargent described school-site actions funded by the LCAP (CTE pathways, AVID, MTSS/TOSA supports, library staff, STEAM labs expansion), the process for school site councils to review and approve school plans (SPSA), and the district's provision of transportation beyond minimum requirements at no cost for many program participants.
On equity multiplier funding, Sargent explained the state program identifies high-poverty, high-mobility schools; some schools received two cohort allocations and have multi-year spending windows. She noted one example: Sierra received $1.3 million across cohorts and had spent about $849,000 to date.
Sargent also reviewed the Learning Recovery Emergency Block Grant (LREBG), describing it as a multi-year fund with a $37 million allocation for the district and about $9.4 million spent so far. She said state changes and a legal judgment involving another district (LAUSD) clarified requirements that these funds be used for the students with the lowest performance.
She invited council members to an LCAP showcase on March 16 at the Professional Development Center (4030 Georgia Boulevard), where leads for each LCAP action will staff booths, interpreters will be available and attendees can complete surveys used as public input for the plan. Sargent said school-site council members and parents are the intended audience and encouraged attendees to take materials back to their schools for review.
Sargent closed by saying midyear data will be included in the board packet and that several LCAP documents (two-page overview, 15-page detail and full LCAP) are available in English and Spanish on the district website.
