Altoona council approves consent agenda including construction pay apps, amendments and permits

The Altoona City Council on Feb. 2 approved a broad consent agenda covering construction pay applications and change orders, contract amendments, easement acceptances, event and liquor permits, and scheduling of several upcoming public hearings.
Notable financial items on consent included Change Order No. 03 to Reilly Construction for Tuscany Pond Improvements ($52,970.21) and Pay App No. 7 to Reilly Construction for 2024 Tuscany Pond Enhancements ($70,855.56); a change order to Absolute Group for 8th Street SW Reconstruction–Phase 2 ($47,449.30) and Pay App No. 13 to Absolute Group ($95,822.35). The council also approved amendments and agreements with Bolton & Menk, Inc., and a task order amendment with McClure Engineering Co. for Water System Improvements 2024 (Jordan Well No. 5).
Other consent items included acceptance of several public utility and storm sewer easements for Geoparcel 7922-30-200-021; appointment of Lindsey Sinnwell to the Altoona Library Board; and setting public hearings for Feb. 16, 2026 on a FY2026 budget amendment, a request to rezone 15 acres from A-1 to conditional M-1 and an amendment to Chapter 167 to provide standards for accessory dwelling units. The council also approved event requests for several community events (including a Wine & Craft Beer Fest and Prairie Meadows fireworks) and authorized alcohol licenses for Dollar General #7234, Casey’s General Store #2870 and Casa Agave Mexican Cuisine.
A citizen request to remove a $13.20 late fee and credit a $35 minimum bill was denied after the council considered the resident’s emailed request included in the meeting packet.
The consent agenda and the listed permits and approvals passed by roll call vote recorded as 4-0 with one member absent.
