Finance Director Andy Lent told the City Council that the proposed FY2026 amendment would lower the city’s overall ending fund balance by about $1.3 million while including authorization for up to $5 million in infrastructure improvements for the Altoona North Industrial Area if those expenditures occur before June 30, 2026. The council opened the public hearing at 6:41 p.m.; there were no public comments and the hearing closed the same night.
After the hearing the council adopted a resolution approving the amended FY2026 budget by roll call vote, recorded 4–0 among members present. City staff described the amendment as the first adjustment to the FY2026 annual budget and said the authorization for up to $5 million provides flexibility for near‑term industrial infrastructure work if needed.
The amendment reduces projected reserves but preserves authority to invest in identified industrial infrastructure projects before the fiscal year end, according to staff. The council did not direct any additional changes or request extra documentation during the meeting.
