District details strategic-plan priorities and new 'science of reading' training

El Monte City School District officials presented a strategic-plan update that highlighted four priority areas and the district’s early steps to implement new reading instruction requirements.

Doctor Garcia introduced the update and turned the presentation over to Doctor Pinedo, who said a state law (referred to in the meeting transcript as “a b fifth 14 54”) requires an evidence-based approach to teaching foundational reading skills. Doctor Pinedo said a cohort of site administrators, teachers on special assignment and one classroom teacher are participating this week in a 30-hour Orton-Gillingham–based training that will lead to certification in the 'science of reading.' The district plans to train remaining principals, assistant principals and K–2 teachers in the spring, with third through fifth grade training planned for the following year.

The district framed the training as aligned with Priority 1: "ensure academic excellence for all," and emphasized that the instruction is intended to support emerging readers and English learners by using systematic, multisensory, diagnostic methods. Doctor Pinedo described the training as intensive and designed to prepare administrators to support classroom implementation.

In addition to literacy, the update covered district work on diverse student experiences and celebrations, such as science camp trips and school choirs, and recognized staff and community contributions to cultural events across schools. Doctor Garcia closed the update by announcing Maritza Duenas as the district's Bobby Salcedo Esperanza recipient; the award will be celebrated at a community event on Dec. 11 and recognized at the December board meeting.

The board did not take formal action on the strategic plan at the meeting; the presentation served as an informational framing of ongoing implementation and next steps.
