The Carbondale City Council voted to authorize the interim city manager to submit an application to the Illinois Department of Transportation’s Highway Safety Improvement Program (HSIP) seeking approximately $1,980,000 for design and construction funding on Grand Avenue between Wall Street and Washington Street.
Staff described the item as the next phase of prior multimodal traffic studies and earlier design work: design funds had previously been secured, and the current action allows the city to apply for construction funds after an initial design effort. The stated goals include traffic calming, safer pedestrian and cycling infrastructure and reductions in crashes along the corridor.
Council members sought and received clarification about the geographic scope and funding flow. Staff explained that earlier study work covered the entire length of Grand Avenue and that HSIP construction funding decisions are overseen by IDOT; the project previously received partial design funding after a federal funding cycle. One council member requested that design criteria return to council for approval and that underserved areas beyond the immediate corridor be considered in outreach.
The motion to permit the interim city manager to apply for HSIP funds was moved, seconded and passed on a roll-call vote.
