Rawlins City Council approves routine business, appoints Urban Systems Committee member

The Rawlins City Council conducted routine city business at its March 17, 2026 meeting, approving the amended agenda, the consent agenda and a series of motions including the appointment of an Urban Systems Committee member and several finance and personnel-related actions.
Council members voted to approve the meeting agenda with the removal of item 8(c); the motion passed by online vote with six yeas and one abstention. The clerk recorded the single abstention as Vice Mayor Gordon. The consent agenda and the March 3 minutes were likewise approved (votes and a single abstention were recorded where noted).
On appointments, the council approved by motion the appointment of Scott Hannum to the Urban Systems Committee for a term expiring Jan. 31, 2029. The appointment motion was seconded and, according to the clerk, passed with seven yeas.
The council also approved accounts payable for Feb. 24–Mar. 6, 2026, in the amount of $205,182.32 after a motion and online vote. A nomination and scholarship appointment were made for the Wyoming Association of Municipalities summer convention: Laura Malone was nominated for the WAM scholarship and the council approved the nomination; the council also appointed Steve Sanger as voting delegate and Tanya Luman as alternate for the convention business meeting in Laramie.
Several of the votes were conducted via online voting. Where a member abstained, the clerk’s announcement identifying the abstention was recorded in the public proceedings.
