Commissioners approve March 28 'No Kings' rally on courthouse lawn pending proof of insurance

Jeff Taylor, county administrator, introduced the application from Gabrianna Gratzel, who said she expects about 100 attendees and that the Elkhart County Democratic Party has reviewed the event’s liability coverage. Gratzel said organizers plan a peaceful protest, will set clear behavior expectations, and prefer the lawn to give participants space away from streets and parking areas.
Gratzel acknowledged she did not have the insurance paperwork at the meeting but said the party’s insurer would provide coverage and she could submit paperwork by email before the event. A commissioner confirmed the county does not provide power for events and emphasized that permit approvals typically require proof of insurance.
One commissioner moved to approve the request subject to receipt of proof of insurance by close of business March 20; another seconded the motion and the board voted unanimously to approve the rally on that condition.
No changes to permit rules were made; the approval is conditional on timely submission of insurance documentation.
