Board waives second readings, adopts several policies including new law-enforcement access rule

The Poway Unified board voted unanimously to waive second readings and adopt a package of board policies, including a new Policy 1445 governing law-enforcement campus access and information-sharing.

A staff member summarized the new protocol and said the district had “developed a protocol with questions, how to take identification and badge numbers before we provide any information,” and that staff “don't automatically allow access, unless there is an imminent threat.” The staff member added that the district will not impede law enforcement who insist on entering campus but will take steps “to notify proper authorities that that was occurring.”

During discussion a board member noted that “this new policy, 1445, replaces the old,” signaling the policy will replace the prior guidance on campus access. The chair called for a motion to waive second readings and approve the policies as a single group; the chair identified the mover as Miss Couvette and the second as Mister Chang. The chair then took the vote and announced the motion passed unanimously, stating, “We just passed that unanimously 6 nothing.”

The adopted package was moved as one consent-style action to meet a statutory deadline; the board did not read individual policy text aloud during the vote. Board members who discussed the policy emphasized that staff should not obstruct law enforcement in exigent circumstances while also documenting access and notifying district authorities.

The board did not provide additional implementation dates for Policy 1445 during the meeting. The clerk recorded the vote as announced at the meeting.
