Board adopts mental-health and records-retention policies; discusses WASC review and immunization updates

The Thomas Charter School Board adopted two updated board policies and heard several substantive presentations at its March 9 meeting.
The board approved a second reading and adoption of board policy 5141.5 (mental health) after staff presented a consistency edit extending the covered grade range; the motion passed on roll call. The board also approved board policy 6012 (records retention) after minor typographical corrections.
Administrators reported the results of a WASC accreditation visit (Feb. 22–25). Staff said the visiting team validated school practices across classrooms, interviewed students, parents and staff, and assigned 16 "highly effective" ratings and three "effective" ratings. An administrator summarized the visitors' key recommendation: improve consistency of academic rigor across classrooms so students experience high-level tasks uniformly. "The kids were asking for more rigor," a staff member said, noting that students at the secondary level requested additional advanced math and science opportunities.
Board members and staff discussed next steps to address WASC feedback, including stronger vertical alignment across grade levels, targeted professional learning communities (PLCs), and TOSA coaching visits. Staff said those efforts will continue this spring and into next year, and that any program additions (for example, statistics in math) will depend on student demand and scheduling.
On immunization policy, staff presented edits to align with California Department of Public Health guidance on the varicella vaccine: the policy language was updated to reflect that students now typically have two doses before school entry rather than receiving the second dose at seventh grade. Board members asked how the policy would apply to students transferring from other states; staff explained a conditional-enrollment catch-up schedule under which a school nurse tracks required follow-up immunizations. The board asked staff to remove TK from a paragraph that no longer applied and to return the policy for a second reading with clean-up edits.
Separately, staff briefed the board on SB 848-related required changes expanding mandated-reporter training and professional-boundary expectations to include volunteers, contractors and board members; staff noted the district will implement an online training and volunteer-management system and will seek legal clarification where needed.
The meeting included student and parent updates, enrollment figures, and routine announcements; the board adjourned at 8:35 p.m.
