Clerk/Staff explained the practical question: when a parcel divides, does the system install a new valve and add the new parcel as a paying customer, and who pays for that valve? Board members said precedents exist — some split lots have valves maintained by the system and appear on property tax rolls — but emphasized that a formal policy change would need an ordinance amendment.
The board discussed options including requiring new owners to pay for valve installation and then adding them to the tax rolls for ongoing maintenance. Members said the cost of splitting an existing valve into multiple valves is not large compared with full street excavation. Staff agreed to follow up with city staff to determine the administrative and ordinance steps required to formalize any policy change.
