The Torrance Unified School District board on Nov. 3 approved an updated English Learner Master Plan that lays out instructional direction, family engagement and implementation steps for the district’s nearly 2,500 English learner students, roughly 12% of enrollment.
Rose Isaiah, assistant superintendent of education services, told the board the 2025 plan is “a blueprint” that adds more information on accountability and implementation and expands guidance on dual-language programs. “We believe that language is a bridge to opportunity for our students,” Isaiah said during the presentation.
The plan notes there are more than 50 languages spoken across the district and that Spanish is the largest language group, comprising roughly 34% of the English learner population.…
