Trustees voted unanimously to adopt Resolution 55/25-26, which the district says will allow the board to use certain AB 1290 pass-through facility funds more broadly across district properties instead of limiting those funds to the narrow San Ramon Community Project area.
Assistant Superintendent Danny Hillman told the board the resolution—s findings would enable the district to "unrestrict" certain pass-throughs so funds could support educational facilities "anywhere we want on educational facilities." He explained one of the pass-throughs currently is both functionally and geographically restricted by statute to properties and students tied to the former San Ramon redevelopment area, which comprises a small portion of the district.
Hillman and staff said the change would not make the funds unrestricted for any purpose; they would remain restricted facilities funds and must be used on qualifying district property. Staff noted pass-through payments will continue for years (one pass-through runs through 2037 or 2038) and projected amounts will vary with assessed values.
Why it matters: Reallocating pass-through funds within the district gives trustees flexibility to prioritize facility needs across a much larger geographic area than previously permitted by statute, while still using money designated for facilities.
