At the Feb. 26 meeting the board voted unanimously to adopt a resolution authorizing a Public Agency Retirement Services (PARS) supplemental retirement offering for eligible district employees and approved companion resolutions to reduce certificated and classified positions because of funding changes and declining enrollment.
Director Dill explained the PARS offering: eligibility requires employment as of the meeting date and at least 10 years of district service; certificated non‑management eligibility carries additional age/service thresholds (for example, 55 years of age with 10 years of service, or other options for those with 30 years). If the board approves enrollment, individualized PARS packets will be mailed to eligible employees; the application window would close April 15. Dill said PARS provides multiple payout options; a commonly used baseline is installments that total 80% of salary spread over five years (often structured as roughly 16% per year for five years). Staff said they will analyze enrollment by employee group and recommend whether to trigger all or parts of the plan.
On personnel reductions, Associate Superintendent Griffith reviewed both certificated and classified recommendations. The certificated reduction recommendation totaled about 9.55 FTE with only two positions resulting in actual layoffs; many affected positions were to be reassigned where possible. Classified reductions totaled about 15.80663 FTE, with some positions vacant or subject to hour reductions and reassignment rights handled through the personnel commission and bargaining partners.
Board members discussed implementation, bumping and reassignment processes as well as timing; trustees emphasized minimizing layoffs and prioritizing continuity for students. The resolutions were adopted by roll call with unanimous board support.
