Board reviews first reading of immigration-response, visitor and student-records policies

At its Jan. 12 meeting the Oakdale Joint Unified School District board heard a first reading of proposed additions and revisions to several board policies and administrative regulations that address how staff should respond to immigration-related requests and how the district manages visitors, disruptions and student records.
Catherine Leatherman presented the package (labeled in the agenda as BPAR/AR items including 51 45.13, AR 12 50, AR 35 15.2, AR 35 15.5 and AR 51 25). She said the revisions align with CSBA recommendations and clarify documentation and notification procedures for staff when law enforcement requests student information; staff should document requests, promptly notify the superintendent or designee and the student's parent or guardian unless the student is 18 or older. The AR language also asks that staff request official credentials (for example, a warrant) and notes district staff should not physically impede officers who declare exigent circumstances.
Trustees asked technical questions about phrasing — whether specific lines should use 'may' or 'shall' to reflect required actions — and whether principals have sufficient authority or designees to accompany visitors. Leatherman said the language is within administrative regulations (ARs) and can be revised for clarity; she also said the district has set up a process for registered-offender notifications that routes law-enforcement emails to designated staff members.
No policy was adopted at this meeting; staff recommended the board consider formal adoption at the second reading at the next regularly scheduled meeting.
