Board adopts statutory school‑facility fees report and approves fencing change orders funded by Measure S

The Board of Education approved the district's annual statutory school facility fees report for fiscal year 2024–25 and authorized several change orders for elementary‑school fencing projects on Nov. 18.

Dr. Halpern explained that developer fees are collected to pay for capital improvements tied to housing expansions and clarified that funds are eligible only for capital projects. He told the board the district currently uses fee levels based on 2020 rates and that the fee fund holds roughly $4,000,000 earning interest. Recent eligible expenditures noted included restroom purchases and kindergarten area installations at Madison and Washington.

Separately, the board considered change orders for Burrell Heights, Lincoln, Madison and Toledo elementary fencing projects. Dr. Halpern said the specific changes exceeded the 10% threshold of the original contract and required board authorization; he cited amounts in attachments and the record, including one change order of $32,800, another for $16,850, one for $34,959 and one for $12,905. Board members confirmed the work would be funded by Measure S, which the district identified earlier as the source for secure‑fencing projects.

Each change order was moved, seconded and approved by the board. The student advisory vote was recorded as "Aye." The board also updated its signature authorization to add Melissa Coughlin and remove Danielle Duncan so the new special‑education director can sign contracts.

Next steps: Staff will process the change orders, complete installations funded by Measure S, and post any required contracting documents and project schedules for public record.
