Commission discusses concurrency policy, transportation plan and optional work sessions
Loading...
Summary
Commissioners discussed updating concurrency rules, outreach on the county transportation improvement plan led by consultant Stantec, and the possibility of holding optional pre-meeting work sessions to vet complex zoning and concurrency issues; staff will follow up with administration and legal and report back.
Commissioners spent the latter portion of the meeting discussing several procedural and policy matters, including an upcoming concurrency policy update, public outreach on the county's transportation improvement plan and whether the commission should hold optional pre-meeting work sessions.
The development manager said the county's transportation improvement plan, led by consultant Stantec, includes an interactive map and a public survey, and urged commissioners "if you can't attend the meetings, go online, utilize that to put in your information." Staff described recent stakeholder meetings and scheduled open houses and said another round of outreach will follow once initial data are collected.
Commissioners also discussed a concurrency-policy update staff is preparing for council. The development manager noted the state General Assembly is considering statutory language on concurrency and said, "The state, general assembly is discussing state statutes on concurrency... I believe it's up for discussion today." Commissioners debated whether work sessions held before planning commission meetings could help streamline complex agenda items and allow staff and outside representatives (including school-district staff, if needed) to provide targeted briefings.
Some members favored an as-needed work session approach to avoid extra meetings for routine items, while others said including council members or school representatives could provide valuable district-level context. Staff said it would work with administration and legal to outline logistics and return with a recommendation at a future meeting.
No formal policy change was adopted; staff committed to follow up and report back in a future meeting.
