Oakdale board approves positive certification on second interim budget and adopts multiple policy updates

District finance staff (identified in the agenda as Cassandra) presented the second interim review and multi‑year projections. Staff reported estimated revenues and expenditures for the current cycle, noted that roughly 87–88% of district revenue comes from the state, and said the district’s unassigned reserves were approximately 11.43%. The presentation highlighted a governor’s proposal to standardize special‑education funding statewide, estimating roughly a 3.8% increase in the district’s special‑education allocation that could translate to about $300,000 more next year if adopted.
After discussion, the board voted to approve the 2025–26 second interim report and recorded a positive certification.
The board also moved through a package of CSBA‑recommended policy updates. Trustees adopted the second reading and approval of AR/BP 6173 (education for homeless children), BP/AR 0450 (comprehensive safety plan), a new BP 3515.7 (firearms on school grounds) and revisions to BP 3515.2 (disruptions), as well as BP/AR 1445 (response to immigration enforcement) and BP/AR 5125 (student records). Staff stated there is no fiscal impact for the policy adoptions and the updates were presented as aligning district procedures with existing state guidance and CSBA model language.
Votes and follow up: The second interim passed after a motion to approve; the policy updates were approved on second reading with voice votes recorded as ‘Aye.’ The district will bring the LCAP public hearing and final budget for adoption in May and June, respectively.
