"So if we could take out the however and move that paragraph to the top," Hupp said, explaining she wanted the district's intent stated clearly.
Legal sourcing and model language: Director Hannah Anderson said the Education Code references model language the attorney general's office provided and that staff would verify whether phrasing such as "however" derives from that model. Trustees asked staff to confirm if language in the AR is required by statute or provided as recommended guidance and to return with alternatives. Anderson and legal staff agreed to provide attorney guidance so trustees can decide whether to place the "not obstruct" sentence at the start, leave it, or present both options.
Caregiver affidavits and family-code alignment: Trustees raised concerns about caregiver authorization affidavits and their potential misuse. Staff said Rocklin Unified's affidavit follows Family Code provisions (6550/6552) and is intended for limited kinship/guardian situations; staff also agreed to supply the form and clarify parameters in the AR.
Notifications and practical guidance: Trustees debated whether the AR should require schoolwide parent notifications when enforcement is present on district property or should limit notice to affected families. Staff said the model policy includes references that can be interpreted variously; the board directed staff to get legal guidance and return with explicit options.
Next steps: The board did not vote on the policy. Trustees directed staff to seek legal clarification on the scope of any notification requirement, confirm whether the "not obstruct" phrasing is required model language, and return the policy/regulation with proposed placements and explanatory options.
