Rocklin Unified board approves multiyear pay deals; discloses $19.3 million fiscal impact

The Rocklin Unified School District board on March 15 approved tentative multiyear compensation agreements and the AB 1200 fiscal disclosures required before ratifying negotiated deals.
Deputy Superintendent Jennifer Stahlheber told trustees the district had reached tentative two-year agreements covering the 2025–26 and 2026–27 school years for the Rocklin Teachers Professional Association, CSEA, nonrepresented/confidential groups and administrative units. "The total projected fiscal impact over the multiyear period is $19,312,490, which has been incorporated into the district's multiyear financial projections," she said.
Why it matters: AB 1200 requires districts to certify that they can meet the fiscal obligations of negotiated contracts for the current year and the following two fiscal years. Approval of the disclosures lets the district proceed to formal ratification steps with bargaining units.
Key provisions and incentives: District staff outlined specific compensation adjustments included in the disclosures: on-schedule increases effective July 1 and February adjustments, a one-time $1,000 off-schedule payment to help offset rising health-care costs (prorated by FTE), health-and-welfare cap increases and contingent increases tied to an early-retirement incentive. Tony LaMozhe, associate superintendent of human resources, described the RTPA agreement as "a 2 year agreement" that creates the necessary salary schedules and mirrors negotiated terms across groups.
Trustee reaction and vote: Trustees asked clarifying questions about the early-retirement incentive thresholds and participation; staff said RTPA met the participation threshold (at least 35 members participated) and CSEA/nonrepresented met theirs (26 required; 27 participated). The board approved the AB 1200 disclosures and the separate motions to adopt the tentative agreements and matching salary schedule changes by roll-call votes. The roll call for these votes was unanimous: Isabella Oliveras (student board rep), Tiffany Sadoff, Michelle Sutherland, Derek Counter and Julie Hupp.
Next steps: With the disclosures approved, the district will incorporate the changes in its multiyear projections and proceed with any ratification steps the bargaining units require.
