Board holds public hearings for Aspire University Charter and Connecting Waters renewals; staff to publish reports and return in February

The Modesto City Schools Board on Jan. 20 acknowledged receipt of renewal petitions from two charter operators and held the required first public hearings.

Aspire University Charter School representatives described their TK–5 campus and student profile, saying they serve about 430 students with approximately 85% Hispanic/Latino enrollment, 43% multilingual learners and roughly 11% students with disabilities. Aspire speakers highlighted recent gains in math and English-language arts, a low suspension rate and engagement efforts including student-led conferences and family events. Students and parents testified to safety, strong teacher support and school activities.

Connecting Waters Charter School Central Valley presented its independent‑study model, WASC accreditation and a mix of services for families who need flexibility. District staff and the charter described new initiatives this year, including a morning direct‑instruction block called "Tiger Time," an inclusion specialist role, expanded CTE pathways and on‑campus enrichment Wednesdays. Dozens of students, parents and staff described academic recovery, flexible scheduling to allow college enrollment while in high school, and specialized supports for English learners and students with special needs.

District staff said they will publish the staff reports on the petitions by Jan. 27 and will return to the board for a second public hearing and board action on Feb. 10 in accordance with Education Code timelines. No renewal votes were taken at tonight’s meeting; the hearings served to gather public input and publicize the review timeline.
