Board approves districtwide comprehensive school safety plans after review of emergency protocols

Carol Norman, the district’s director of child welfare and attendance, presented the 2025–26 comprehensive school safety plans for all 12 Barstow Unified sites and recommended board approval on Feb. 24.
Norman said the plans were developed by principals and site safety committees and comply with California Education Code requirements. ‘‘Key components include child‑abuse reporting protocols, disaster response procedures aligned with SEMS/NIMS, opioid overdose prevention and smartphone‑use restrictions during emergencies,’’ she told trustees. She noted secondary sites have integrated opioid prevention and response protocols as required for grades 7–12.
Trustees discussed site‑specific measures such as ALICE active‑shooter preparedness, PBIS behavioral supports and enhanced ingress/egress mapping tied to a visitor management system. A board member with military and law‑enforcement experience urged continued engagement on monitoring and training; Norman invited trustees to offer expertise during drills.
The board voted to approve the 2025–26 comprehensive safety plans for all district sites. Norman said the plans will be used as living documents, with principals and district leadership meeting during the management retreat to standardize language and practice across elementary and secondary sites.
The approval certifies that plans meet legal requirements under the California Education Code and emphasizes ongoing monitoring and coordination with law enforcement and county offices of education.
